My primary passion in life is to guarantee that everyone has food & clothes, shelter, and medical care. I am constantly being told that we cannot do it. We already have such a program in place to do just that. The main disadvantage is that it is means tested. It is time to eliminate the Bureau for Begging and make everyone [Prince or Pauper] automatically eligible. All we have to do is combine Medicare card and the SNAP[ electronic benefits transfer- EBT] program and SSI.
Supplemental Security Income (SSI) is a federal government benefit program providing cash to meet basic needs for food, clothing, and shelter. Monthly SSI benefits are paid to persons with limited income and resources who are disabled, blind, or age 65 or older.
SSI benefits are administered by the Social Security Administration, but SSI benefits do not require and are not based on the recipient's prior work or a family member's prior work. In other words, no current or prior employment is required to qualify for SSI benefits.
Amounts of SSI benefit payments are set annually by Congress and are typically adjusted every January to reflect the current cost of living. Average Federal payments to people 65 or older is about $365.

If you combine these programs and remove the means testing and administer them through the Social Security Fund, you will have created a basic Universal income Program. Considering the fact that rapid advancement of technology and automation in production will leave huge numbers of unemployed in the future, universal income is essential to a stable economy and Human Community.
