Being a Teacher or a Fireman or a Policeman or a Prison Guard or a Road & Bridge Builder or a Military man or a Congressman or to work at providing any service is a job no matter who is paying for it.
If I hire someone to cut my grass, it does not matter if it last for an hour or a day or a lifetime, it is still a job. It is not the duration of the work that makes it work.

It all comes from the Goods & Service created by Society as a whole. Government is a service industry that serves the Common Good. The work it performs is essential to the existence of of the Human Community.
